What do you mean by Ground Zero? There is no such thing for GTA4.

I understand now. The game is not based on New York, but rather uses New York as a template (which you can see by some of the buildings, and Liberty Island with the statue).
With that said, the map is no where near the scale of what New York actually is. The map is just a small representation, using New York as a template, which does not include the Theater District, nor the Wall Street District, which is where the Twin Towers were located, and is in no way a true representation of New York City.
I don’t know but you could recreate the 911 attacks on GTA xD
