Is it formal? can you say it to your close friends if you are moving to live in another country? I said it to my Boyfriend and he got mad and replied that i’m giving him a feeling that we wont see each other for a loong time by saying this! i got confused cuz I thought it means “see you soon or meet you soon” or so :S

It means – I don’t know when we’ll meet again, so in the meantime, goodbye.
It is not formal, but CAN be misinterpreted to mean – Don’t call me, I’ll call you.
PS: your boyfriend is immature because he should have said something more positive, such as:
‘Soon I hope, let’s set a date, we can vacation together.
Anything would have been better than to misconstrue a parting term.
