I think there’s double meaning, the obvious meaning: sugar = girl, fly = attractive, and the hidden meaning sugar = drugs, fly = high (intoxicated)

SUGAR is a Southern term for ‘kiss. Often pronounced as ‘suga’ or some variation therof.
FLY means cool, fresh, awesome, hot, sexy, sweet and tight.
So it means, how does your kiss got so sweet.
