if you know this guy and he tells you “you’re welcome to come over any time” does that mean friend wise and being nice or something else?

First of all don’t take that literally. That means you can over anytime, if you call first. People don’t always say what they really mean. They be hoping you already know that if you are a normal mature person. Sometimes they are trying to be nice or just trying to say something, hoping you will not come over anytime because that is not proper. If you pop up anytime you want he is going to think you are crazy. Just use common sense never do anyone like that not even your parents. Always be courteous. He may be trying to see if you are a stalker. Don’t be surprise if you call and you don’t get them. Be a good idea if you let them invite you first anyway. How about that?

Don’t try to read too much into this yet. It can depend more on his actions he takes toward you as to what you can expect if you go over to his place. It might be innocent or it might be a way to open the door for a sexual thing.

I am assuming you like him.
He probably likes you, but he doesn’t want to appear too aggressive. Or he is to nervous to ask you out on a real date.
Ask him about hanging out at his place and watching a movie. During the movie, lean into him. Then casually say “I like to cuddle during movies. Are you OK with that?”
If he seems uncomfortable, you will sense it. If he agrees to cuddling, act really happy and then wrap yourself into him like a couple pretzels. Then say in a happy voice “I like this better!”
