What does “hang ’em high” mean?

When someone says “hang ’em high” (usually in movies/tv) what do they mean?

    It is a reference to the form of capital punishment known as hanging. Adding “high” means don’t just hang him so that

    1) There is no chance someone can get something under his feet in order to save him

    2) He can be used as a example because he will hanging too high to easily cut down

    It could possibly be used in some other context, but it would normally refer to executing someone by hanging. (Why “high” is significant, I am unsure.)
