  It means that the driver has just passed their test, but they are still paranoid about driving on the road.

  It is not a legal requirement in England, Scotland or Wales, neither is the green ‘P’ plate, which means the same thing.

  It means that this person is no longer a learner i.e they’ve passed their test, but they are still a new driver. Basically, it’s just saying ‘I’ve just passed my test so I’m not that confident still’. In my opinion they’re pointless as they’re not a legal requirement but if it makes them feel safer, fair enough.
