I am assuming that you are tracking a parcel that is being sent from the US to a foreign country. “Foreign Acceptance” means that the parcel is now under the control of a foreign post office and no longer under USPS custody.

It means that they are accepting foreigns, foriegn means not in the country or away, I am not sure if they are asking you or telling you. If they are asking ” forign acceptance?” then they want to know if you accept forign people. If they are saying “foriegn acceptance” then they are telling you that they accept forign peopl, or people from a different race, religion, or country.
