It’s used for all festivity/celebration, when you want to wish a good day. Not only for birthday; but also for any feast. When it’s used in singular ”bonne fête” it’s exclusively for your birthday or the day of the Saint of your name (each day of the year is devoted to a different St); when it’s used in plural it’s for a feast like Christmas, Easter, etc.

Maybe he/she meant long life, “longue vie”.
