It means the girl is very pretty but that she is also is very messed up… “damaged goods”, like from an abusive relationship, drugs, or something like that… mentally, she might not be stable. The person saying “they are a beautiful disaster” could also just as likely be saying “it’s (the situation) is a beautiful disaster”.
A situation can be a beautiful disaster, too. The disaster is beautiful, an oxymoron. Usually found in music or literature that is trying to be poetic (I don’t think I have actually heard a person say this in real life), where a person is in a situation where they love someone very strongly, but it isn’t a healthy relationship (probably because the other person is abusive to them or has self destructive behavior – or both)… they can see the end result will not end well (it will be a disaster) but they are so caught up or obsessed with the other person that they can’t leave them. The situation is destroying everyone involved.

I’ve always taken the phrase to mean something like a mess, heartbreaker, or simply a disaster (take that to mean whatever you’d like) all embodied by some beautiful girl or even situation.

She knows that the guy may end up being horrible for her, but she loves him anyway. She’s trying her best to hold on through everything. So she asks herself “Would it be beautiful? Or just a beautiful disaster?”

It means a super ***** who thinks she’s so great and prides herself on all the mistakes and ****** up mess she made out of her life. Most likely a drug addict seeking attention from men who use her like a whore.
