Was the cartoon weatherman “Freddy” used in any other U.S. markets besides Monroe, La.?

In the early 70s through the 90s, KNOE-TV8 in Monroe, La., used a cartoon character to illustrate the weather. (The character would smile at the sun and say “Aaaah”, or frown at clouds and say “Awwww”, or shiver at cold.) Does anyone remember seeing this character on other TV stations? Thanks.
