Absolutely if you feel your safety is in jeopardy. This might include your position on the road, your geographical location, or your over all ability to defend yourself. Reminder, don’t take it personal if the officer does not offer to fix your flat. A lot of departments have received tort notices by fixing flats if something goes wrong with the “fix” by the officer.Most departments do not allow, by rules and regulations for us, police officers, to fix something on someones vehicle. That means if something does go wrong, we personally will take the “hit” on the tort action..

I would like to add a little to what Michael L said. He is completely correct in his answer. As far as location, you could be on a busy road on a blind curve, or it could be the middle of winter and 20 below and no one who can come and get you. Instances where you think your life or property or others property is in danger based on where you are at and the possibilty of causing an accident, you should call 911. Often people don’t have or know the regular dispatch’s phone number. But no, simply having a flat tire is not a police matter.

It is appropriate to call 911 if you have a reason to believe your safety is in danger and you need an officer to protect you. It is totally wrong to call 911 to get that officer to change your tire. Change the tire yourself or call the Auto Club and if the tire is your only issue, let the police do more important things. But if you are threatened by the circumstances and you want an officer to “stand by”, then calling 911 is acceptable.
Well, many cell phones offer roadside assistance insurance for situations like this. Also, there are other emergency roadside assistance plans in America. But, if you had a flat in a dangerous location or felt your life in danger, go ahead and call 911.
